Dr. Marko Attila Hoare suggests that the Bosnian question could be resolved through a two-pronged approach. Firstly, Bosnia-Herzegovina needs to be fully integrated into the European Union and NATO, which would provide a security guarantee against any external aggression and internal separatism. Secondly, Bosnia-Herzegovina must be reformed from a dysfunctional, semi-protectorate into a normal, decentralised state.
The country’s current constitution, imposed by the Dayton Accords, is viewed as a major obstacle. It divides the country into two entities, which has led to ethnic segregation and political paralysis. Hoare advocates for the abolition of the entities and their replacement with a multi-ethnic, decentralised state. This would involve the establishment of a number of cantons based on geographical, historical, and economic factors rather than ethnicity.
Hoare also emphasises the need for a stronger central government to oversee defence, foreign policy, and economic planning. He argues that the international community should support these reforms, as a stable and prosperous Bosnia-Herzegovina would contribute to European stability. He acknowledges the challenges involved, including resistance from nationalist elements, but maintains that the benefits outweigh the risks.
